Hmm, I have mixed feelings on this suggestion, I can live either way. But
something you'd need to do is make it well defined how order sequencing
interacts between sublocations and locations, particularly if you're
talking about not only GIVE but BUY/SELL, RECRUIT, etc. that interact more
strongly with all players in the province, not just a few.
