No! No! No!  Pillaging is too important a way to make money.  To explore 
you must have a way to make money anywhere, and since we can not xfer 
money across distances, we must have pillaging.  I think I can make some 
acceptable suggestions, but the above one would do away with pillaging 
and we can't afford that.
