300/600 tax base issue

I propose eliminating the doubling of the tax base in provinces with castles.
It is no longer needed to gain a return on the castle, as castles are
required as a base for garrisoning, which generates plenty of income.

Given the new garrison system, the extra 300 is an unnecessary complication
in the rules.
