decree

Issue a decree to all garrisons that the noble controls, either directly or through other characters who have pledged to the noble. There is no way to issue selective decrees to individual garrisons; all garrisons under control receive the same decree.

The decree may be one of the following:

watch who

Instruct the garrisons to watch for the given unit. Each garrison may accept up to three decree watch order per month. Additional watch decrees are ignored.

hostile who

Instruct the garrisons to attack the specified unit on sight. Each garrison will accept up to three decree hostile orders per month. Additional hostile decrees are ignored.
