A noble can already get a large carrying capacity, by using Oxen.
Presumably, a wagon would already use Oxen.
But having a wagon act like a ship, really is "land-ship", not "extra
carrying capacity". The Recruit problem could be solved, as the noble
would be inside a "structure". But that doesn't solve the "Study" or
"Use xxxx" problems that could occur.
