Ah, but if the purpose is to force a player to spend more of those
precious NPs to OATH the nobles with great skills, then the purpose
has been fulfilled.

If you just remove the commands, then there would only be economic
value to OATHing. And once the cash starts rolling in from established
territories, we may see a lot more willingness to spend money on
contracts rather than spending NPs.
