Absolutely correct.
If I'm a member of the Rimmon Musketeers I must assume that every noble in 
LotC territory is a member of LotC, and this includes Yellowleaf.  The 
reverse is also true.  If you're in Musketeer land it's a safe bet that LotC 
views you as an enemy.
I'm the biggest peace-nik in this game, but this protection of newbies whine 
is not new and it's just as valid as before - meaning not at all.
This was not some sneak attack by the Lords signalling the beginning of a new 
war, in which case they could be held accountable for collateral damage.  No, 
this is one of hundreds of attacks that occured during a 6 month long war 
that has been drummed into our heads and our mail boxes via the list and the 
Times countless times.  It's a war zone for Christ's sake!  If you don't want 
to get caught up in a war, don't go to a war zone.
There are two other starting cities that have never had a reported conflict 
within 10 provinces (Drassa and Greyfell), another that's been peaceful for 
20+ turns (Port Aurnos) and another that, while sometimes "warm" is not 
nearly as hot as Rimmon and Yellowleaf (Harn).   If new players want to be 
safe from the war(s) there are plenty of places to go.
