We have spotted several turns ago nobles using the garrisons in that area
and when you use someone's garrisons we assume you are not just "a neutral
newbie".
Those nobles you are talking about have seen our forces destroying ships
etc... and still they haven't contacted us when in the same province. Seems
like you/they were just waiting to be attacked so you could try and nail us
that newbie-bashers-thing. You forgot you did attack a certain Alzora in
Neverwinter altough you knew she was neutral and she had contacted you
(before and after the attack)
If we don't hear from those nobles they will end up the same way as your
other nobles (aka Lord Foul)
