Given nobody has every polled the peasants or the soldiers or the
rest of the men in each realm, I think the political organisation you
are all looking for is at best oligarcy.
And if the Lords is a democrracy do Undead have the vote??
And the Brotherhood's position on this conflict in case anyone is
