But what about the people?
Just putting up walls and a garrison doesn't make a city. You should
  also have to have hundreds (if not thousands) of peasants. Otherwise
  10 turns worth of quarrying will make a city, and there will be
  cities popping up in every province. It should take at *least* a
  thousand stone, and at least a few thousand inhabitants. Even then,
  it's probably way too easy.
