I think prisoners are counted as nobles.  I've heard several 
references made to using captured savages for the purpose of 
enlarging the stack's manpower movement abilities.
Of course, I wouldn't mind being able to use savages (a kind of fear 
loyalty?).  Nobles on the other hand....I don't think I can think of 
a good rationale.
