Well why are that bunch of Lords of the Crown soldiers off that ship 
arresting those Southmarche nobles??

Oh that's just how the Lords treat their friendly neighbours. Don't 
worry it happens all the time around here. Any minute the Brotherhood 
boyos will turn up and the town will get trashed. Good Old Lord 
Vyssa like to have 'open' ports if you know what I mean?
