Join my alliance! We will be a foot loose and fancy free bunch. You do not even have to tell me who you are, and I will not tell you who I am, and we will not tell anyone else who we are, and, well, that is it for that part. In this alliance you are free to do most anything you care to, with only one exception. You must solemnly pledge to send alliance communication to the Times each turn, and you must pledge mutual rhetorical support of all alliance members, and you cannot give away any secrets, and, wait, I guess there is more than one exception after all. Anyone wishing to join should make their pledge in the next Times, and vote for an alliance name by which we will be called. What 'wait turn xx' command? It's not mentioned in the rules that I just ftp'd from pbm.com.

Maybe you are simply not going to the right cities. There are rumors of cities in the clouds, and in the netherworld, perhaps they know things that those in the "normal" world do not.

Let's see, if we take the effort to actually read the rules, we might just find:

The Cloudlands is home to three cities: Nimbus, Stratos and Aerovia. Weather magic is taught in these three cities.

Looking further (I realize that reading the rules is a burden, but bear with me), we might find:

Scrying is taught in the Faery City.

As for religion, the rules (them again!) say:

Religion [150] may be studied in any temple.

I'd say that was easy enough to understand, for those who choose to read it.
