I would not include units owned by control artifacts in the noble
count, btw.
SWEAR is too much of a hole to leave in the game. I recognize that
it has valid uses, but even with its 1 noble/turn restriction it's
still way too easy to abuse. It would be a big loophole for the
proposed new FORM rules, and is even currently a problem with player
drops and restarts. Can you folks live without SWEAR?
