I think that STUDY is already too liberal, and would like to see it
modified something along these lines:

*All* of the STUDY days spend learning a "root" skill must be
done in a city that teaches the skill. If your STUDY is interrupted
(voluntarily or otherwise), you loose 1 day's worth of study
(it takes you a day to "come back up to speed").

Study of sub-skills is done buy buying the appriopriate scroll
in a city (cities that teach the root skill also sell the scrolls
for the sub-skills). You may STUDY them anywhere, but you have
to buy the scrolls (none of this deciding at the last minute
while on the high seas that you need to learn Stone Quarrying or
something and throwing 100 gold over the side; you had to have
decided you;d want it and have bought the scroll ahead of time).
