Followed by an excellent analysis of the situation. I'm pretty much
in agreement here. While I think that some kind of "safe haven"
mechanism is necessary for newbies, it shouldn't be so easily abusable
by established players. I think when the idea of safe havens first
came up, they were places that couldn't be entered from outside. The
idea was to give newbies a place where they could recruit, study, form
alliances, etc. to prepare for the outside world, but once they left
they would be unable to return.
At any rate, although I don't think it is the most egregious problem,
I do agree that it would be nice to make safe havens a little less
