I don't think your example as given will work, but could be
mistaken. During the alpha-test I tryed to WAIT UNIT nnnn; ATTACK
nnnn, who was a troublesome pirate my alliance was attempting to
capture. I assumed it's failure when he did put into port one turn,
was due to the zero-move rating of small inner locs, but again might
be mistaken as I never asked Rich about it.
