Too much risk of doing an unintended move because someone else went

Stinky to Mr. Top-of-list: "Give me the wood this turn, I'll give you
a zillion gold." Then Stinky moves into his ship and admit's Mr.
Top-of-list. Mr. Top-of-list is hosed.

There are other ways to fix this.
