I didn't mean to quiet the list so much with my post! I should have
put at the end "Comments?"
I think this system neatly captures many of the ideas that were being
tossed around in the discussion. One can foment rebellion among the
peasants. One can rule and tax profitably, but not too profitably.
There are two different kinds of region control, and they are inter-
related in several ways.
