Returns

The previous worker output formula had diminishing returns with increasing
skill levels. Level 1 produced about 20% of the total possible output;
attaining level 10 generated the last 4%.

Someone claimed this is bad, because it rewards people for adding men to a
project instead of training their existing men.

But for labor intensive tasks, I'm not sure this is correct. One wants
to attain high levels of skill in a few "leader" units to be able to
undertake tasks and learn lore. There usually are grunt units with
low levels of a skill to assist the work.

Steve's combat code ties damage output to the number of days that
are typically required to attain a level of a skill.

What this means is that a combat 10 fighter is 50 times as powerful
as a combat 1 fighter.

Fine. But should a level 10 miner produce 50 times as much gold as
a level 1 miner? Or perhaps only ten or three times as much?
