Carrying capacity

One change that I'd like to make which I think will be a big win for
playability is to do away with the hard cutoff for carrying capacity.

Instead, units should simply move slower if they are overloaded.
(Linear slowdown?)

Hopefully this will save much calculator use as players try to
see if their 50 element / 1,000 man stack will come in 3 units
over the cutoff and be stuck all turn.

I don't know if this should apply to ships -- probably not.
