The game takes place in the world of Alandoria with your classic fantasy elements. You don't have to be familiar with the TFT system to join the game as the Game Master takes care of most day to day options, but familiarity working within a gaming system (non-free style Role play) is helpful. There is considerable information available about the game and the game world on the group's wiki page. The number of characters allowed at any one time is determined by current activity level of the players in the game, IE whether or not the GM can handle the admin that comes along with additional players. Right now there is some space available for certain character types. Take a look at the webpage and read up on the world, if you are interested send the GM an e-mail to discuss current openings and such.
