Before I, Delf the Trader, became guardian of Caburh, I posted a note to the times informing all of my intentions, and asking for any people objecting to make themselves heard. After two weeks, the only comments I had heard were fromm Oleg, who was against me putting any trading restrictions in Caburh, this I have not done. The only restrictions I have made are - 1. There is to be no unjustified killings in Caburh. 2. There will be no influencing of other entities units. 3. There shall be no units greater than 20 in number, unless otherwise notified. The need for the first two of these rules _must_, I think, be obvious to all. The third is only a safe guard. Please note though that the rule states _unless_otherwise_notified_, at the moment, there are at least two groups that are above this number. I don't mind if you bring in a thousand workers, I just want to know why. Also, as all in are aware, I have offered my protection to _all_ residents in case of trouble. I have asked all those who wish to entertain in Caburh to contact me first so that I can timetable them in, so that only one group will be entertaining at a time. I have set no taxes, I have tried to work on repairing to guild tower in Caburh (unfortunately this as yet has been unsucessful), and I have set no unjust rules.
