Or, in the case of weaponsmith, every once in a while a 'master'
makes an atypical weapon, akin to those reportedly made by a
mage, though with less bonuses or such.

NOT often, but occasionally.

(BTW, how long does it take to actually shift from apprentice to
journeyman for weaponsmith? I've done at least a few days every month
and haven't 'upgraded' yet.)
