Why not wipe out player contributions to civ levels altogether?

Civ levels exist only to feed money to the players via castles. How
about upping the level of money generated by wilderness levels to make
them slightly profitable, greatly increasing the taxes from higher civ
levels to make them prizes, and don't let anything the players build
affect the civ levels. There'd still be some incentive to garrison
the wilderness, and you get some great competition over the city
areas.
