I'm not mounted, so I have not bothered to notice what the speed bonus
is. What is it? My inclination is that there is probably some value to
the idea that the mounted speed bonus should be at two levels:

fast (say -2/province) if 1/3 or 1/2 carrying cap.
less fast (say -1/province, if between that and full cap
