I like the idea. Maybe garrisons could collect a toll from people using the
road. But then, there would have to be a way to enter the provice WITHOUT
using the road. (Maybe MOVE EAST would use the road, if there was no toll, or
without the road, if there was no toll. MOVE xxx, with xxxx being the id
of the road, would use the road, and pay the toll)
