There are things that the Federation and Star Fleet say are too abhorrent for them to do; assassinations, kidnappings, theft of technology, inciting of wars to name a few. But there are those in the shadows of the Federation and Starfleet who know that those things must be done to keep the delicate balance of peace.
Section 31 used to do these sorts of things, but after it was found that Section 31 with its lack of accountability was beyond control, there were those in Starfleet who wanted a team that could operate in the dark, but not be consumed by it.
Under the command of Starfleet Intelligence's Special Projects division, a unit was put together to take on the dark tasks that need to be done and take the fall should things be discovered as any knowledge of the program will be disavowed.

Ok folks, think Special Forces meets Mission Impossible meets CIA and you have the Renegades. This is a small team unit that will deal with espionage, black ops, hostage rescue, etc.
