Project Proteus was the Federation’s latest research program attempting to blend the fields of genetic engineering and physics. The military felt is needed a new breed of soldier – one able to survive things no normal soldier could. And they needed the new soldiers now. They weren’t looking for humans – men with souls. They wanted unquestioning loyalty, with the decision making capabilities to deal with events no machine could handle. But while the genes for physical superiority had been long understood, intelligence was still something of a mystery. They could create humans with the ability to see or sense faster and more accurately. But they didn’t want creativity.

The program was not without its safeguards. Such being were perceived as a new form of threat even before they were conceived. The first safeguard the program called for was Sterility. You wouldn’t want one of the Proteus subjects to escape and start breeding in an uncontrolled environment. The second safeguard was the development of the means to contain them. This meant the design of new weapons and armor. It also meant hardened facilities and vehicles. The safeguard was a limited lifespan.

The demand for the new soldier now meant that they were designed with rapid gestation and maturation. They were designed to reach adulthood in a mere five years. During this period the children were forced to endure unimaginable training – torture by any other standards. Proteus subjects did not always reach adulthood.

The current technology of the Federation is similar to Star Wars, with some variations. Proteus security forces will have above normal technology. For those familiar with GURPS, the tech level is comparable to TL 12-13, with TL 13 gear still under development. Most of the enemies of the Federation are star nations whose origins are based on Earth. There are, however, some very alien ones – like Bugs, Throgs, Uralchai, Dylar, Illithids, and many others. (No, you don’t have to know what these are. I’ll provide intel briefings as needed.) The human star nations may have very similar programs to Proteus.

The PC’s will be escaped Proteus subjects – adults. These metahumans will find themselves faced with survival in a world they have not been trained for. They will lack identification, money, and a general knowledge of how to behave in a normal human society. They have no concept of fun – except combat simulations and physical fitness training. A movie will likely be regarded as a documentary, propaganda, or a training film.

Character design should begin with tactical role (scout, assault, etc), nickname and/or codename, appearance (all should appear human when not using powers). The Proteus subjects were designed to be able to infiltrate human enemy forces. A pure recon model might be designed with stealth in mind. Modern armor can do this as well, but bioengineered abilities would allow infiltration with needing to carry the weight. A night time stealth model might have darkness powers. An assault model might have enhanced strength and/or agility with heightened defenses.

Please … no X-Men clones, especially the original member X-men. I’m looking for more originality.
