Well I have. In this game that is exactly what you get to do. You also get to make the country. You play in a world where the Axis Of Evil, from World War II, has taken over the world. But in 1968 they were defeated. However, the world hasn't exactly recovered. It is still having countries formed. The play year is 2006 to start. For every one real world day, there is one in game month.
