What you are describing, Tibicen, sounds to me like a deputy, which I believe 
all positions should have.  Deputies should know what their "superiors" know 
at all times, so that when something happens, they can smoothly take over, 
and deputies in general never deal directly with administration.  Or did you 
mean someone in addition to deputies?
