Fairly typical over the last few years, yes.

What scheduling are we talking about, please?
Evenings? Easily enough done.
Days? Now that will be more of a problem.

This sounds much more like a case for coordination amongst the
dance teachers prospective.
Speaking as a paperwork fairy for Dame Alys over the last couple
of years, the A&S coordinators job is not one of arranging the content of
the classes. Rather it is one of making sure that the classes have places
to be held, that what the instructors need is present and that any changes
to the schedule are advertised.
That all needs to be centrally handled.
Coordinating class proposals, though, does sound like a
productive idea.

Of course this is imposible (the making everyone happy part, that
is,) but I'd be interested in seeing the proposal.
