minstrel: penny whistle question

Picked up a penny whistle at an event recently. It is a brass and plastic 
"Feadog" in D. It is horribly easy to over blow, and tends to degenerate 
into multi harmonic screeches at every opportunity. I play a bit of alto 
recorder, so I am not totally with out skill in fipple flutes. My reason for 
buying it was to get something with a bit more piercing sound for noisier 
environments than my recorder. With this pipe it is not working as I can not 
get enough air through it and still maintain the tone. Is that the nature of 
the beast? Did I just buy a piece of junk? (Hay, I paid FAR more than a 
penny for it ;-). Is it just a matter of more practice?
