Two reasons that I can see.

1) A lot of people in the SCA make the presumption that since it was done in
the SCA the creator has given blanket permission for re-publication.

2) SCA bards don't realize until well into their careers that their work is
a valuable property and don't attempt to protect it in the beginning.  They
encourage anyone to spread their works in whatever way possible.  This
perpetuates number 1) above.  Then someone suddenly decides that they should
get something for their work, but after years of giving it away suddenly
demanding payment (or even just control) seems...selfish.
