Greetings from Yaakov.

As I recall, the OTr was started by Visevald.  It is given at the King's
discretion.  It is non-polling.  It is given not merely for musical or
'bardic' talent, but also for somehow promoting the EK bardic tradition.

At least, this is what I have been told.  I've seen precious few OTr over
the years.
