Because roofing tiles are usually made of slate or similar soft rock,
easy to carve into, giving bored roofers something to do. Temporary
game boards were also carved in a number of other things (like barrel
tops) but roofing tiles tend to last better over time and would
therefore be more numerous.

Why on earth did they inscribe the game patterns on the roofing slabs?
They did this in India, too.
