Yeah, try agricultural supply places.  look in the
yellow pages.  and scientific supply places too.  (or
get a mate who's a botanist and works on barley and
ask for some seeds)(or become a botanist and work on
nice fermentable stuff - what I'm currently doing -
but I work on grapes atm, but I used to work on
barley).
