I agree. Equestrians (Ostlers to some folks) should be able to breed horses.
Granted, capturing wild ones should provide a means of getting a lot of horses
relatively quickly (compared to breeding).

As Scott suggested, reproduction rates can be applied to all living things
in Olympia.
